At the same point at which an updated and expanded edition of a book is
different enough to be a different book or an expanded release of an
album is different enough to be a different album - or in other words,
a mixture of judgment and knowledge about the specific representations.

Some of the merges seeing in the queue at the moment _seem_ to have been
done on the basis of "here are two representations of the same
character, flag for merge" - to pick one, without a lot more knowledge,
I wouldn't say that /en/lucy_westerman and /en/lucy_westenra are the
same concept, and this isn't helped in that there's no comment on the
merge flag explaining why you think they are the same.
