[Developers] Proposed move of several namespaces from /authority to /source

There have been a lot more requests to add keys to the /authority/*  
namespace that are weak keys. Weak in the sense that they are usually  
obtained from a website and don't have a dataset associated with it.  
Examples of this would be dpreview, nascar, and the australian and  
canadian politician "keys".

Perhaps a working definition of /authority proper keys are keys that  
come from a dataset emitted from the authority source, and/or multiple  
other sources using these identifiers.

The proposal would be to use /authority for keys that fit into the  
definition above, and create a new /source namespace for the others.

Separate tasks have been filed to move the "weak" namespaces to the  
new /source namespace (see the Issue Links).

Moving the namespaces from /authority to /source will affect anyone  
who is expecting these keys to be in the /authority namespace.  Is  
there any strong objection to moving these keys from /authority to / 
source?  Does anyone have applications that depend on this?
