[Developers] sandbox data refresh postponed

The sandbox data refresh happens between 4-6pm every Monday. It's  
mostly automated but occasionally there are some hiccups, thus the 2  
hour window.  I think it's accurate to say that Metaweb will only  
stray from that schedule (and have strayed) *very* rarely because we  
understand that folks using sandbox want that process to be timed in a  
predictable manner.
