[Developers] Python libraries

I've been one of the the more lax maintainers of the freebase-python
library, but I'm happy to have other folks contribute, and if someone
wants to help me out (Tom?) in maintaining this, that would be great!

The process for submitting patches is much like any other google code
project - create an issue, and attach a patch. I'll try to incorporate
it ASAP. It is definitely time for a new release.
