I'd be curious to know the algorithm as well, but I'd go further and say
that the default ordering should be that the preferred thumbnail gets
returned first in all circumstances. Otherwise you have to update every
application to follow whatever the current "correct" algorithm is.
The way things stand now, most applications return different thumbnails than
that shown on the topic page, so obviously the default ordering isn't
correct.
BTW, I've seen a similar thing with Wikipedia blurbs where autocomplete will
show one text in its popup while a different text appears on the topic page.
Not sure if that's a similar circumstance of wrong default orderings.
