[Developers] Flip-flopping Wikipedia keys

Hello Phillip --

This is a known corner case for wikipedia articles that have undergone  
repeated merges & splits on the wikipedia side (DM-250).  In these  
cases, the key relationships get tangled enough that we can't properly  
resolve the target article.

We have a new version of topic updater in the wings that should  
prevent this issue from occurring in the future, and resolve all the  
old issues while it's at it.  It should be available in ~2 weeks.
