[Developers] Flip-flopping Wikipedia keys

I'm just bringing this up here as I've now seen it on a couple of
articles (/en/hamburg and /en/stockholm): it seems that the Wikipedia
bot is changing the (numeric) Wikipedia keys on these articles from
one to another and then changing it back again two weeks to a month
later.

Is this a bug?
