[Developers] any programmatic way to query for sandbox reloading status?

Is this what happens if you try to write to the sandbox while the
refresh is in progress?  (Just got this)

I think you definitely want to know times for both ends of the
operations ie when the copy has begun meaning writes to production the
production graph are no longer guaranteed to propagate and when the
mirror has been fully populated on the sandbox.
