[Developers] any programmatic way to query for sandbox reloading status?

How about modeling the data refresh in a "Sandbox refresh" type with
anticipated start and end times that are modified an hour or two
before the refresh occurs (if more than an hour or two different).
This might allow developers to automate a download to their computers
and upload back to sandbox.
