[Developers] /common/topic as an included type of /common/image

I think that it had to do with the associated article not being
displayed unless it was a topic.  I do recall the issue being discussed
and an explicit decision being made, but it had to do with limitations
of the Freebase.com client.

I would be quite surprised if any applications depended on it.

I agree with Kirrily though that two days’ notice is a bit short to
change two years’ status quo.
