[Developers] /common/topic as an included type of /common/image

I tried it on sandbox and it doesn't seem to break anything: http://www.sandbox-freebase.com/view/guid/9202a8c04000641f800000000c5e41c4

However, I think we need to provide more advance warning than that.   
We should also make sure to de-type any instances that are co-typed in  
that way, and give sufficient warning for that too.
