What's the process for doing this?  I just ran out of quota on the
production site and now I can't even flag two topics for merging. :-(

I'm trying to load the National Register of Historic Places database
for the U.S.  The chunk that I'm trying to load right now is probably
another 80K primitives which is going to take over a week to trickle
in at 10K/day.
