[Developers] Experimental reconciliation service being switched off

We have an experimental reconciliation API at /dataserver/ 
reconciliation which is essentially unused (our logs show a small  
handful of requests to that URL since the start of the year).

As there are now better reconciliation services available, this  
service is going to be switched off shortly.

If anyone's using the service, now would be the time to shout out and  
tell us.  But we'll probably just point you to the newer, shinier  
experimental reconciliation service.  That's what "experimental"  
means ;)
