[Developers] Write quotas and syncing sandbox

The quick answer is that it's your primitive count that, uh, counts.   
That means that only things actually written to the graph are  
counted.  You can see the primitive count effects by looking at your  
activity history on your user profile page.  Underneath the summary  
"newsfeed" there's a button that says "View activity details" which  
leads to http://www.freebase.com/history/user/user/tfmorris .  Each  
line item there is a primitive written, basically.  So you get 10k of  
them.
