That's certainly wrong. If nothing else, consider the case of two movies
with the same title released in the same year! AIUI, topics get a /en
key based on their name (so long as nothing already has that key).

Because it doesn't have a key in the /en namespace. (/en/alien_3 has
ended up on the computer game).
A few weeks ago, I think it would have got an /authority/netflix/* key,
but those have been preferred from becoming the preferred ID, so it's
falling back to the key you see. I'm not entirely sure that was the
desired effect of forbidding the /authority namespace, but it's
certainly happening (I'm seeing it with some base keys I've set up).
