[Developers] dimensions of tsv dumps

I'd like to add that I've checked the 2008-03-28 version of this file
(and many others) and all the lines in them have the same number of
fields, so it's looking like something went wrong with the more recent
dump.

On a related note, do we know when the next dump will be available?
