[Developers] Looping behavior with cursors and (very) large data sets?

I'm reasonably certain that the same query succeeded on the sandbox server; my initial experiments were conducted there, and when I thought things were working, I went to the production server. But I'm only reasonably certain; I made a few changes before pointing the query at the production server, and then I saw the failure.

If you'd like, I'll try running the query again against the sandbox server if it would help your debugging.
