As the Discordians say, this is true in some sense and false in some sense.

In the /wikipedia/en namespace, every English Wikipedia article title 
has a key.[*]  An article with multiple titles (via Wikipedia redirects) 
results in a Freebase topic with multiple keys.

         in some sense; articles we have ignored
         completely do not have keys.

However, in the /en namespace (also known as /topic/en), we have 
promoted some titles to keys.  This is what Robert is talking about; 
only unique (unambiguous) titles were promoted.  These keys are all 
lower case and have no punctuation, and are primarily there for easy 
access and URL prettiness.
