[Developers] South Carolina weirdness

Hi Will,
This is because capital was non-unique at one point. I just recently
changed it to be unique, but somehow I missed updating S. Carolina to
have a unique value.
I've gone ahead and unlinked Charleston, and I'll check the rest of
the us_states for multiple values linked to the capital property.
