[Developers] Change in river data

As geocodes now have elevations, the specific origin elevation and mouth 
elevation properties on the river type have been retired.  Existing data 
have been moved to the corresponding geocodes as appropriate, and the 
old properties deprecated.

The old properties will be destroyed in a week, unless anyone objects.

If you have applications that rely on river elevations, please make the 
appropriate changes and/or ask for a stay of execution.
