[Developers] Release notes (release A3.12)

There was a software release to freebase.com last Friday; Dan's blogged about it on the Freebase blog at http://blog.freebase.com/?p=78

Highlights of this release

    * Mostly a bug fix release (see list below)
    * Image templates now display better attribution and license info

You can see the full list of bugs fixed on the blog post.

We're going to try and post these release notes every time there's a release from now on.  That's usually about every two weeks, so stay tuned.
