[Developers] Changing an expected type for periodical publication date

I'd like to change the expected type of the property "Issue number" on the
type "Periodical Publication Date"
(/book/periodical_publication_date/issue_number) from /type/int to
/type/rawstring in order to be able to accept the full range of values for
this property.  (E.g., some magazines have double issues that are expressed
as "11 & 12".)  There is very little data in this property, so I'm hoping
that nobody is doing anything for which this change will cause problems.

Let me know if it will.
