[Developers] id versus guid

The id's are intended to be very stable, while providing a level
of indirection from the underlying guid.
If a topic is merged or renamed then both ids would still exist.

Over time we expect to provide several namespaces and
they might have different policies or longevity, but for now
/topic/en is the most stable and its write controlled.
