[Developers] Perl API - just to make things confusing

D'oh!  I did check yesterday to see whether you'd released anything
yet, I promise!  We must've crossed paths.

As we're following somewhat different paths, and it's the Perl/CPAN
way to have multiple implementations of everything, how do you feel
about going ahead with our own things for a bit and seeing where it
takes us?  If we do so, we should probably both put a statement in our
docs explaining the situation.
