[Developers] Deleting /location/state type

As part of a long-term project of cleaning up and improving the location
domain, the type /location/state will be deleted this week. Iit's a holdover
from a since-abondoned schema design, and so serves no purpose and is
potentially confusing. If anyone is using it, please consider using
/location/administrative_division instead.
