If you go with citizen, then the answer is United Kingdom, not least
because a passport issuing country practically speaking has to be a
member of ICAO.
I would consider my nationality to be Scottish, but Im a citizen of
UK, and Europe.
Besides, the UK passport contains the grandest piece of boilerplate
language:
'Her Britannic Majesty's Secretary of State requests and requires in
the name of Her Majesty all those whom it may concern to allow the
bearer to pass freely without let or hindrance and to afford the
bearer such assistance and protection as may be necessary.'
It doesn't seem to cut the mustard with the TSA though...
