+1 because 99% of the time it's the equivalent of citizenship; the  
wikipedia has a long answer:

I think we've imported from wikipedia categories with ambiguous  
titles. I think America Actors of German Ancestry would be more  
accurate for this one:

So, in freebase, Nick Nolte, among many others, is of German  
Nationality... sigh... probably not intentional.
