Great work Kirrily.  I agree that the new notification mechanisms
should help -- and it should get amplified by the whole feedback loop
thing.  As things start to decay, people lose interest, but with the
reinvigoration, you should see correspondingly more activity.

It sounds like you went through all this stuff by hand.  If you don't
already have a request in to Engineering to create you a dashboard
that does this stuff in an easy to track green/yellow/red fashion, you
should ask them (and then camp out in their cubes until they give it
to you).

Perhaps even make a cut down version available to the users as a
leaderboard to show which domains are the most active.
