[Data-modeling] Tax Scofflaw Tom Daschle is no longer to be a cabinet member, should we capture such info (plus reasons for withdrawal?)

I like it! It would be interesting to summarize reasons why people withdrew
or were not confirmed and plot it over time (e.g., tax evasion, employing
illegal immigrants, drug use).
