Hi Chris, 

What is the scale of this data -- how many people, places and organizations? I see that the ECI website provides some of this data on their website. Is there a better format than scraping html pages for the data. Are there other sources?

Also, I am curious about the notion of "incident". Is this an official "ticket" given by government officials, or is it a report that is backed by a news article?
