[Data-modeling] Changes to the schema for primaryand secondaryschools

I'm ready to refactor - there won't be changes to the property keys,  
but the expected types for these properties will change.  I plan on  
updating these properties tomorrow, unless there is a strong objection  
against it.

/education/school/lowest_grade_taught: /type/text -> /education/ 
grade_level
/education/school/highest_grade_taught: /type/text -> /education/ 
grade_level
/education/school_district/lowest_grade_taught: /type/text -> / 
education/grade_level
/education/school_district/highest_grade_taught: /type/text -> / 
education/grade_level
/education/school/class_size: /type/integer -> /measurement_unit/ 
dated_integer
