My concern with lumping libraries and fire departments is that it makes for odd bedfellows with university libraries and private libraries.  The Mechanics Institute Library in San Francisco is a very different sort of beast from the SFFD.

I don’t have any better suggestions, though — education, or educational collections (including museums)?
