[Data-modeling] More fiddling with the government domain!

Someone just suggested to me that it would be useful to be able to show the
legislative sessions that a person served in a particular office, and also
to show the membership of a given session of a legislature.  To test this
out, I added new properties to the "government position held" CVT and
"legislative session" type. Please take a look and let me know what you
think.
