Yup, definitely an issue.  I know WP has had to deal with this.  There is some way to get a Wikipedia article permanently deleted, for instance if someone posted credit card numbers in an article, and I suspect we'll need some way to do this in future for those very reasons.  Or imagine (heaven forfend) a court case where there was a ruling made that something had to be removed because it was libelous or something.  OK I'm handwaving wildly here.  But I can certainly imagine "social" reasons why permanent deletion might be required.
