[Data-modeling] Prisons

I like this idea.

I'm not sure about adding "structure" as an included type -- a lot of
prisons are multi-building compounds.

It would be useful to be able to locate prisons geographically -- should
there be an address property, or would simply including "Location" take care
of that for us?

I wonder if "managed by" needs a CVT with dates -- the Hanoi Hilton, for
example, was under French administration before it became a Vietnamese POW
camp.  (Actually, that raises a question about the prison type property as
well -- does this need to be date-mediated as well?)

I also wonder if "managed by" should link to a new type (Prison Management
Organization or some such). This is partly because I imagine that it's
possible that some prisons might not be managed by government agencies, and
also because it would be nice to have a reverse property of "Prisons
managed", which wouldn't make sense to include on the general "Government
agency" type.
