Ah, but in every one of those cases, there is a real-world recorded work 
by that character.

Let’s say I have an album _Infamous National Anthems_, with recordings 
of “The Star-Spangled Banner” by Whitney Houston, Roseanne Barr, and 
Borat.  Houston and Barr are real people, easy to credit, but how do we 
credit Borat (and particularly, how do we capture the information that 
the CD track listing actually does say “Borat” for the artist)?

Under the current model, Borat would not only be a fictional character, 
but also a recording pseudonym for S.B. Cohen, who recorded “The 
Star-Spangled Banner” in character as Borat.

Similarly, the soundtrack to _A Mighty Wind_, with many solo 
performances by well-known actor-musicians, but credited as their 
characters from the movie.
