[Data-modeling] Scenic Byways

oops, I think I broke it :)  I'll work on it again later, and fix the names
(duh, designator), make it generic to Route and see if I can create a return
type so the individual roads are flagged as well.  The problem is not all of
a road is scenic, just portions, so that'll be tricky.

Scenic Lookouts is a good idea, but I think that's in way over my head. I'm
going to have a hard enough time doing the above :)

I'm glad you guys like it.  Keep the feedback coming!
