[Data-modeling] Proposed change to type Public Library System

Al, the creator of the the library types, pointed out that the values  
for the properties annual circulation and annual visits come from the  
same dataset (see http://nces.ed.gov/pubsearch/getpubcats.asp?sid=041  
and click on Public Libraries) and their ECTs should also be dated  
integers.  I think it sounds reasonable, and I'd like to also make  
this change along with the change to the ECT for the property  
collection size.
